I see flags in this condition ALOT.. And I bitch every time I see it. My wife just tunes me out now..
I even saw one of these in front of the VFW Post near here, in Rainbow City, AL. They ought to be ashamed..
(I was gonna stop, but my wife was already hungry and out of patience with me for the day.. I'm ashamed of myself for not going and banging on the door. It kinda makes me as guilty as they were..)

Mine (the flag in the picture) started to show noticeable wear about election time.  I was torn between the disrespect and the show of how I felt about our country being attacked from the inside.     After taking a series of pictures of it, I finally changed it out last week and gave the damaged one to the Boy Scouts for disposal.
