Following is a summary of the 2013 legislation:

Bans the sale, transfer, importation, or manufacturing of:
- 120 specifically-named firearms
- Certain other semiautomatic rifles, handguns, shotguns that can accept a detachable magazine and have one military characteristic
- Semiautomatic rifles and handguns with a fixed magazine that can accept more than 10 rounds
Strengthens the 1994 Assault Weapons Ban and various state bans by:
- Moving from a 2-characteristic test to a 1-characteristic test
- Eliminating the easy-to-remove bayonet mounts and flash suppressors from the characteristics test
- Banning firearms with “thumbhole stocks” and “bullet buttons” to address attempts to “work around” prior bans
- Bans large-capacity ammunition feeding devices capable of accepting more than 10 rounds.
Protects legitimate hunters and the rights of existing gun owners by:
- Grandfathering weapons legally possessed on the date of enactment
- Exempting over 900 specifically-named weapons used for hunting or sporting purposes and
- Exempting antique, manually-operated, and permanently disabled weapons
Requires that grandfathered weapons be registered under the National Firearms Act, to include:
- Background check of owner and any transferee;
- Type and serial number of the firearm;
- Positive identification, including photograph and fingerprint;
- Certification from local law enforcement of identity and that possession would not violate State or local law; and
- Dedicated funding for ATF to implement registration

It will be easy enough to shoot down since the SCOTUS Miller decision ruled the 2A protects arms that have military  application .
The Justices ruled that Miller's sawed off shot gun could be ruled illegal since it had no wide spread militia application.

Methods of obtaining particular styles of firearms similar to assault weapons, have been achieved by design changes by gun parts manufacturers to allow a person to obtain a style of rifle used in sport shooting and competitions. One of the most common modifications is a "bullet button", which modifies a rifle so that the magazine is not removable without the use of a tool (a bullet was defined as a tool per state law), which presses a button that a finger alone cannot press. Weapons with this feature no longer have a "detachable magazine" within the assault weapons definition, and therefore may be exempt depending on the other requirements. As certain portions of firearms (the lower receiver, or "lower" for short, which is legally considered to be the firearm) are banned by model name under California state law, multiple requirements are made to allow a rifle to comply under state law.

The recent court case Haynie v Pleasanton validated that a Bullet Button is legal and guns that have one installed do not qualify as assault weapons.[31]

Many tools have been devised to make it easier and faster to drop the magazine from the gun, as California law states that you must use an external tool not attached to the gun. A popular tool, the "magnet button" that sticks on the bullet button has been determined to be illegal. Whatever tool you choose, be sure it is legal because if your gun is determined to be an assault weapon it is a felony and could result in jail time and/or confiscation of your entire gun collection and a lifetime ban under federal law from possessing firearms in the future. In ca one of the ways  of getting around the ca awb deal is not having a detachable mag.  You need a tool is ok.   so the "bullet button" came about.   its basicly a mag release with no external button.  Just a hole you need to stick something in to drop the mag.  Generally the point of a bullet is used.,  paper clips, small screwsrivers, drifts, sticks...  Are all tools under the law.  Its fooked up.

So since an AR-15 and M1A are used for both sporting purposes (National Matches/CMP, IDPA/USPSA, ect) and hunting is it exempted?

Essentially this ban looks like a two part deal. Get this in place to force us to register our weapons. Then using this accurate registry they can require mandatory fees, taxes, and restrictions required to make the gun useless.

They will stop the sale and also remove them from the hands of citizens. Because we all know drug dealers go to the local gunsmith for their weapons...

Current owners of these evil weapons would be allowed to keep them, as long as they're willing to undergo the BATFE colonoscopy and pay the $200 per firearm tax.  However, upon their death these guns would be forfeited to the government.  More guns for BHO to ship to Mexico, I imagine.
