Looking to to replace long factory barrel with a shorter one. Would like it NOT to be $$$$.

With all the people out there that replace their factory barrels with fancy ones, i would think that if you post a wanted ad with exactly what you want on some different sites something should turn up.
I know there are some members here who have swapped out barrels.

Yep. Barrels are sold all the time. I usually see them around the 75 to 80 dollar mark. However, the barrel and receiver are one piece so it will need to go through an FFL.

Or private sale if you do it within state in most states.
If you don't get any offers here, contact one of the businesses Timothy posted. They do the barrel swaps, and I'd bet they have a supply. I know MB has his vampire red set up, so he might even have an old one ... It might even come with an autograph ;D

What Tactical Solutions sells are barrel/receiver combinations, and are in fact, serialized items and require a NICS transfer. Where you are partially correct is in that the factory barrel can be separated from the receiver, it rarely is, because it is a gunsmith task. While I'm sure there are replacement barrels out there, I've never seen one. The TacSol ones are one piece and cannot be separated.

As Bj noted they are in fact serialized receiver/barrels, and because of this I'm am not able to purchase one living in the free state of California. They are not on the big-brother "approved handgun roster" and therefore cannot be sold to civilians.

Why do I have to purchase the Pac-Lite barrel from an FFL dealer?
Ruger serializes the upper portion of the .22/45, Mark II and Mark III. Therefore, each of our units, which replace the Ruger uppers, is serialized, considered a firearm, and handled as such.
P.S. They say you can't buy the grip frame and other parts seperately to build with their barrel. You have to buy a whole gun from Ruger.

This is not necessarily true any more. Now Volsquartzen (sp?) makes an aluminum version for sale on their web site. The problem is that you can buy a complete gun for the amount they want for the lower/frame.
What I find funny is that sales of used Ruger lowers surpasses the cost of a complete new gun. I once sold a Mk II lower for $150.00 (an amount I thought fair), and it sold in minutes. I've seen some asking, and getting, $250.00+.
